Bomb explodes in Cambodian capital, causes no injury

PHNOM PENH, Aug. 7 (Xinhua) -- A bomb planted by unidentified men went off early Wednesday near the capital's court but caused no injury, Phnom Penh police chief Chuon Sovan said.
The accident occurred at 01:05 a.m. local time Wednesday when an improvised bomb, planted near a trash bin outside the fence of the Phnom Penh Municipal Court, went off, he said.
"No one was injured in the accident... "We concluded that perpetrators aimed to cause disturbance and unrest in the society, " he told Xinhua over telephone.
The police have not determined the identity of the perpetrator yet and an investigation is underway, he added.
It is the first time in a decade that a bomb has exploded in the capital of Cambodia.
The accident happened just 10 days after the general election. The ruling Cambodian People's Party (CPP) of long-serving Prime Minister Hun Sen has claimed victory, but the main opposition Cambodia National Rescue Party (CNRP) rejected the results.
The initial results showed that the ruling CPP won 68 of the 123 parliamentary seats, with the opposition CNRP taking the remaining 55 seats.
At a rally on Tuesday, CNRP's president Sam Rainsy repeatedly warned to lead mass protests against the election results.
"We urge all people to get up to protect our victory," he said, claiming that his opposition CNRP has won 63 seats, with the ruling CPP getting 60 seats.
Kem Sokha, CNRP's vice-president, said the party would boycott the upcoming first parliamentary session if its demand for a United Nations-backed poll investigation committee was not met.
"We vow in front of you that if they do not find justice for us, we will not join the first National Assembly session," he told a rally of about 3,000 supporters in Phnom Penh on Tuesday.
The Cambodian National Election Committee (NEC) said it could not allow the UN to join the joint probe committee because it is against the Cambodian law.
"It is beyond the NEC's authority to invite a UN representative to join the proposed committee," NEC's chairman Im Suosdey told reporters on Sunday.
