Cambodia ruling, opposition senior officials continue talks over electoral reforms

PHNOM PENH, March 3 (Xinhua) -- The Joint-Committee on Electoral Reforms, established during a meeting between senior officials of the ruling and opposition parties last month, convened its first meeting on Monday to discuss topics for electoral reforms toward free and fair elections in the future.
The ruling Cambodian People's Party (CPP)'s negotiation team was led by Deputy Prime Minister Ben Chhin, while the opposition Cambodia National Rescue Party (CNRP)'s talk team headed by lawmaker-elect Son Chhay.
"Both sides agreed to prepare voter registration and list in order to ensure and protect people's voting rights," said a joint statement released after a four-hour meeting. "The two sides also agreed to draft a budget law for political parties."
The statement said the both sides would continue to discuss the reform of election institutions, the possibility of creating a mechanism for future election dispute settlement, and the guarantee of the political parties' freedom in accessing to the media on March 10.
Political dispute between the Prime Minister Hun Sen's ruling CPP and the Sam Rainsy's opposition CNRP has persisted since the July election results showed that the CPP won 68 parliamentary seats against 55 seats for the CNRP.
Claiming serious irregularities during the poll, the CNRP refused to accept the outcome and has boycotted parliament and held many protests in order to demand the resignation of Hun Sen and a re-election.
Hun Sen has said that he would neither step down nor call a re- vote.
Hun Sen and Sam Rainsy met twice in September in a bid to resolve their political differences, but the talks failed to reach any agreements.
CNRP's lawmaker-elect Son Chhay reiterated Monday that the party would still continue boycotting parliament unless a re- election was promised.
