Some 15,915 observers to monitor Cambodia's upcoming parliamentary election

PHNOM PENH, July 4 (Xinhua) -- About 15,915 national and international observers have registered to monitor a general election on July 28, a National Election Committee (NEC) official said Thursday.
Among them are 15,885 national observers and 30 international monitors, Keo Phalla, chief of the NEC's legal services and litigation, said in a press briefing.
He said the national observers come from associations and non- governmental organizations, while the international observers come from six international institutions and foreign embassies.
The NEC said that the deadlines for the registration of national and international observers are July 18 and July 25, respectively.
Cambodia set to hold a general election for the 123-seat parliament on July 28 with eight political parties joining the contest.
The one-month election campaign kicked off last Thursday and will complete on July 26.
Tep Nytha, NEC's secretary general, said Thursday that the campaign has been conducted smoothly without any remarkable violence among supporters of political parties during the first week of the campaign.
Among the eight political parties are the ruling Cambodian People's Party of Prime Minister Hun Sen, the opposition Cambodia National Rescue Party led by self-exiled leader Sam Rainsy, and the royalist Funcinpec Party headed by Princess Norodom Arun Rasmey, the youngest daughter of late King Father Norodom Sihanouk.
Sam Rainsy, Hun Sen's main rival, fled the country in late 2009 before Cambodian court sentenced him to 11 years in prison in absentia.
He is unable to return to Cambodia for the election.
Prime Minister Hun Sen's party won 90 seats in the last election in July 2008. Political analysts predict that his party will continue to win a landslide victory in the upcoming polls.
Hun Sen, 61, has been in power for 28 years and he vowed to stay in the post until he is 74.
